Do not answer it. Let it expire and the asker is not charged, or reply in one line naming the kind of professional they need, which captures the tip, so only do that if the pointer is genuinely worth it.
Say the boundary up front
Your bio and tier descriptions are read before anyone pays, so a clear line there stops most out-of-scope questions being submitted at all.
